About the Swedish City Network Association

The Swedish City Network Association is an industry and interest organization that brings together locally and regionally owned city networks and actors in the broadband sector. Our members collectively account for more than half of Sweden's broadband networks. City networks are a central explanation for Sweden's well-developed digital infrastructure with good service competition and choice for citizens and businesses.

We are politically independent and represent a majority of the actors who actively invest in robust, local, and modern infrastructure. For several years, we have also had a government mandate to strengthen the preparedness and resilience within the telecom sector. Our vision: The shared infrastructure of city networks enables a secure digitalized Sweden for everyone.

About the position

The role of Chief Legal Officer is broad and varied and suits you who thrive in a context where law is a tool for development, collaboration, and social benefit. You work closely with the operations, are a natural sounding board for our members, and are an important voice in the association's strategic work. You will be part of the management team and actively contribute to the association's long-term direction. You will also have the opportunity to recruit and lead an industry lawyer, meaning you will be the manager of a lawyer and responsible for strengthening and developing the legal function.

Your main tasks:

  • Provide ongoing legal advice to city network members on issues such as collaboration between municipal companies, procurement, construction, and contract law
  • Support in business legal B2B issues as well as issues related to land agreements, damages, and disputes
  • Work with IT law, data protection, and sector-specific regulations within electronic communication
  • Contribute legal expertise in preparedness law, responsibility distribution, and robustness in crises and heightened preparedness
  • Participate in dialogues and negotiations with authorities such as PTS and MSB
  • Be involved in the work with consultation responses and monitoring relevant legislation
  • Collaborate with lawyers at member companies, authorities, SKR, and other stakeholders
  • Educate and guide members on current legal issues
  • Coordinate external legal support as needed

Who we are looking for

We do not believe we will find a lawyer with expertise in all areas of law, but we hope to find you with breadth, not only in your legal competence but also through experiences from other types of assignments.

You have:

  • Law degree (jur.kand.)
  • Several years of relevant professional experience
  • In-depth competence in one or more relevant areas of law, such as:
    • municipal law, procurement law, or public law issues
    • contract and construction law
    • IT law, data protection, or regulation
    • competition law, state aid, or dispute resolution
    • preparedness law or security and cybersecurity regulation

Your background may be in government, municipality, municipal company, industry organization, law firm, or private business. The most important thing is that you thrive in the intersection of law, social mission, and operations. Those with experience in business or operational development and/or work with industry or interest issues are particularly interesting to us.

As a person, you are listening and collaborative, with the ability to create trust and engagement among employees and external actors. Visionary and solution-oriented, brave and clear, while building relationships with respect. Structured and results-oriented, you organize work efficiently, and as a confident communicator, you thrive in dialogue, negotiation, and complex stakeholder meetings.
